If HIB didn't create any new queens in Alera then could she coordinate the sieges that are going on all over the Realm (Rhodes, Acquitaine, Forcia, Attica).  I suppose she could have given them simple instruction, but wouldn't they easier to defeat without a queen present?

I think it depends on what you mean by 'defeat'.

I  Defeat -> repel any advances from

Sure that might be easier.

II Defeat -> raise the siege

No, I don't see that being easier with the queen gone.

III Defeat -> get rid of croach

I don't see that being significantly easier with the queen gone.

Well, in Princeps when Tavi is examining the Vord expansion, he figures the whole thing out by the delayed "waves" of assault that show the orders being relayed to the front by the Vord queens...that could be happening in Alera as well, with the Queen flying in to take over the final assaults, when necessary.

For me, the comment of the sterile Vord queen stating that HIB (first queen - the non-sterile one) was not acting normally by not creating queens that could reproduce is the only reason that I am guessing that she has not created more - and it is that, just a guess...

I don't think she has created any other queens as well.  The fall of Parcia indicates that there was some intelligence behind the siege on Parcia.  Perhaps HIB is flying from one siege to the next in order to co-ordinate.

I see your point.  Your second definition would still be hard given the number of Vord.

well we don't know how HIB (imagining her to be the First Queen) can know one of her offspring died so she can make a new one

if she somehow found out she created another and use it to destroy Parcia (maybe she got scared knowing if she died the vord is finished and won't be in front line until the third one dies

Why not-look at how the vord were blundering fools after the queen died in Carna.

I consider that a confirmation of my point: the vord combat units may be blundering fools but the croach is still there and maintained.

Well, sure the croach is still maintained.  But when it's defended by blundering fools of Vord that attack trees?  The cleanup campaign is limited by your supply train and how tired your firecrafters get, I'd think.

Like Raucus was doing to hold the Shieldwall against the Icemen at the beginning of Book 5? Cheesy  But that would be unprecedented!
