I think we see a change in the Merlin's attitude, in Changes, because Peabody is no longer influencing his decisions.

Or he might be changing his behavior in reaction to the control. Maybe thinking that his old behaviors were a result, or exacerbated by Peabody he now wants to go in an opposing direction, be more aggressive and direct. Not to mention that he is probably undergoing a reassessment of his own views from that sort of thing, mind manipulation can be a humbling thing for someone with his level of power and experience.

But how often has he met his own magic in combat?

He was on the brunt end of it after Kravos took a bite out of him.

I view the Merlin as a POLITICIAN first. I think he is slightly on the good side of the spectrum but he makes deals and will sometimes be petty an avenge wrongs that he thinks are done to him. He will sacrifice allies and friends if he thinks it will be for the greater good (the White Council). He was also influenced by the mind magic of Peabody since Storm Front or earlier till Turn Coat. Peabody seemed to make him a bigger jerk. The Merlin now is no friend of Harry's but he is more reasonable.

I view The Merlin as Old School establishment and very set in his ways about it.  He's not evil per say, he is just a living example of why term limits are needed  Cool

I think part of Jim's plan is to not have a completely coordinated team of bad guys, but a number of groups all manipulated against one another. you don't exactly see the vampire courts "getting along" with denarians or necromancers in the sense they all go out for a beer later. It could be there is a totem pole of people who think they are the Big Evil, and don't realize someone above is pulling their strings. or a single "king" putting the feudal lords against each other.

Or it could be nobody is "in charge" and it is just some evil A-hole throwing gas on the fire while things were already on a collision course. Picture the Joker from the Dark night standing next to archduke franz ferdinand. An elaborate conspiracy isn't necessary nor even a plan, just stealth and the proper placement. Keeping order is difficult and takes effort. sewing chaos is just returning things to their natural state.

I think Langtry is on the side of order, but is unable to see the pattern because there is no pattern, just one damn thing after another being triggered so as to cause trouble. Rashid on the other hand may be the mad arab abdul alhazred. oh crap.

why is the ancient artifact always in the black dungeon of the fortress of doom, beyond the mountains of fire, surrounded by the swamp of endless torment, guarded by rattlesnakes riding skateboards?  GET A FRIGGIN LOCKBOX!

I believe Word of Jim is that Rashid is the fellow who put down The Mad Arab.

yes it is:
FitzMelech: @longshotauthor  Is Rashid the mad Arab Abdul Alhazred?
Jim: @FitzMelech He's the guy who took /down/ AlHazred.
FitzMelech: @longshotauthor  That makes Rashid, if possible, even more badass than I thought!
Jim: @FitzMelech Rashid is, by far, the most dangerous of the Senior Council. Which is not the same thing as most powerful. Smiley
